1.            JOB PURPOSE

Responsible for all aspects of the implementation RF and related projects within their related disciplines. Implementation Managers and Project Administrators report to them directly to project manage the scheduling, implementation, execution and finalisation for installations and maintenance of professional services projects in The company to ensure seamless, end-to-end completion of all work.

Executive Manager PSD, will be responsible and accountable for the following areas:
Project Implementation Management – to manage the implementation resources, to ensure timeframes and project cost for the installation and maintenance projects as required by the company and clients.
Installation Teams – which is the primary function of PSD where majority of all work is based. It is also the key area for installation teams and to ensure the training and management of the staff on new and existing installations is within the quality standards, H&S and customer satisfaction.
Maintenance – to maintain equipment and technologies in the field through the utilisation of a routine schedule / NOC system for the reinstatement repair and routine preventative maintenance.
Financial – the costing evaluation and analysis of project costing for ensuring the profitability of each of the sections under his/her control.  

4. PRINCIPAL ACCOUNTABILITIES

  • Primarily responsible, to ensure the project management functions and the project management process is maintained and followed to meet the customer’s installation and maintenance requirements within the cost, time and quality KPA.
  • Ensure that contractual targets are maintained by maintaining teams and that any barriers relating to supply of resources are identified and problem solve any issues and risks.
  • Maintain a high rate of production by keeping up to date with any and all issues related to installation plans and any delays to scheduled delivery dates by timeously planning and ordering adequate material and consumables to be available to meet the installation schedules.
  • Ensure that staff is 100% utilized, performance managed, overseen and developed through internal cross-skill training.
  • Ensure that contractual targets are maintained by scheduling installations and reporting as per priority, from customer.
  • Ensure that any installation and maintenance barriers are identified and considered for planning and scheduling purposes.
  • Maintain a high rate of production by ensuring that provision is made for adequate resources, logistics, vehicles and tools etc. are available for the implementation of installation and maintenance schedules, by keeping up to date with any and all issues related to any delays to scheduled delivery.

 

5. KEY CHALLENGES

 

The following key challenges are derived from the performance contract for the Executive Manager PSD Operations:

Financial Perspective

  • Manage the profitability of the Professional Services sections by containing the salary cost of the section and the all the projects relating to Professional Services Division.
  • Restrict costs of PSD to within budget pro rata to any decrease in the revenue and/or change in the projects scope of work (SOW) and by evaluating changes in project performance.
  • Contain the material costs by monitoring and controlling costs in relation to the quotes to the customers.

Customer Perspective

  • Maintain excellent Service level to internal customers.
  • Ensure that contractual obligations are met within TAT, costs and quality.
  • Avoid field and customer (internal as well as external) complaints through excellent Customer service
  • Ensure that as build documentation or closing documentation is managed and submitted.

                       
Internal Process Perspective

  • Ensure the teams are Health and Safety compliant meeting all legal requirements.
  • Manage daily plans, processes and procedures.
  • Manage Reporting structures from project managers, project administrators and Team leaders and site supervisors
  • Deal with escalated issues and problems.
  • Resolve order book and SQ problems pro-actively and expeditiously.
  • Ensure Company and Customer material and assets are controlled and managed and controlled appropriately by all staff.

Learning & Growth Perspective

  • Ensure that resources are trained to meet the installation demands
  • in related or new installation technology.
  • Improve installation and maintenance techniques to increase productivity.
  • Spread skill and knowledge by means of cross-skill training.

Safety, Health, Environment and Quality Perspective

  • Maintain SHEQ standards
  • Avoid SHEQ incidents and non-conformances ensure that ISO processes are maintained and implemented
  • Ensure Customer’s expectations are met or exceeded for sustainable growth
  • Ensure that sites and documentation is completed to SOW and to specifications

6. JOB CONTENT

6.1 The incumbent is a member of the General Management team and as such is accountable to Senior Management
for the provision of a comprehensive and professional RF MW and other telecoms related installations and field maintenance Management of the PSD section.

6.2 The incumbent is responsible for facilitating a real understanding of the role that the installation department and the project management department performs in and how it assists the Company in achieving it’s objectives.

6.3 The incumbent is accountable for assisting Senior Management as well as functional and departmental heads in The company for the development and implementation of appropriate management systems and procedures.

6.4 The incumbent (or his staff) will perform (but not be restricted to) the following duties:

  • Manage the departments/areas under the incumbent’s control.
  • Compile financial budgets accurately and within the prescribe deadlines
  • Monitor financial performance and meet financial objectives set in performance contract.
  • Maintain financial records by ensuring financial figures required are produced and monitored timeously.
  • Asset and Tool registers are maintained and checked on a regular basis to avoid any loss or damage of the Company assets due to misuse or lack of adequate maintenance.
  • Ensure the limits of authorities are adhered to at all times as prescribed in the policy.
  • Ensure contractual delivery dates are met.
  • Ensure each section has the capacity to handle the volumes as adjusted from time to time
  • Cost of non-conformance must be within levels set per department
  • Housekeeping must be maintained on a daily basis.
  • All non-conformance reports must be rectified within the prescribed time.
  • Performance contracts, review and appraisals are done timeously and comprehensively.
  • Ensure development and growth takes place in department by active cross training of staff in different technologies, as well as assessing progress.
  • Create a conducive environment by ensuring productivity and morale is of the highest level.
  • Determine recruitment requirements (capacity planning) to ensure department is never in a situation of too little or too much staff.
  • Ensure department is never in a situation where he is held ransom by any member of staff, and the company is not prejudiced by extended absence of any individual employee.
  • Ensure strict adherence to Company policies.
  • Ensure no bottlenecks occur in company by having a smooth and effective planning and co-ordination.
  • Handle special urgent reasonable request from clients within the set timeframes.
  • Ensure an effective communication department by making employees aware in your PSD meetings of targets, policies, performances etc.
  • Provide timeous and accurate feedback to relevant stakeholders
  • Attend the following management meetings – PSD Operations, Health & Safety, Sales and Project meeting with clients and ensure staff is updated with any developments within Company.
  • Determine space utilization in department and use it efficiently and optimally.

6.5 The incumbent will represent the company in a favourable light at all times.

 

GENERAL

All other reasonable requirements and additional work (legal and within the greater context of the Position), which may be requested by the Company Management from time to time.

  • BACKGROUND EXPERIENCE AND QUALIFICATIONS

 

The incumbent should ideally be in possession of a relevant technical degree/diploma and/or Business/project Management degree/diploma with 10 years’ experience in the Telecommunication installation projects environment.
The incumbent should ideally have the following Core Competencies;

  • Knowledge required on human behavior,
  • product and services provided in the telecoms environment,
  • financial, policies and procedures,
  • customer needs and work ethic.
  • Skills required on verbal and written communication,
  • POLC, performance management,
  • decision making and
  • people development.

Correct attitude to be performance driven, team player, customer focus, business orientated, decisive and proactive.

The incumbent must have a valid driver’s licence, must be computer literate (MS Office).
